Instructions

  1. Mix softened butter and brown sugar in a small bowl until fully combined and creamy.
  2. Stir in vanilla extract.
  3. Add heat-treated flour gradually until the cookie dough filling becomes thick and moldable.
  4. Fold in mini chocolate chips if desired.
  5. Portion the cookie dough filling into 24 small balls using a small cookie scoop.
  6. Refrigerate the cookie dough balls while preparing the brownie batter.
  7. Preheat oven to 350°F.
  8. Line a standard muffin tin with paper liners.
  9. Whisk flour, cocoa powder, baking powder, and salt in a large mixing bowl.
  10. Beat softened butter with brown sugar and granulated sugar until light and fluffy, about 3 minutes.
  11. Add eggs one at a time, beating well after each addition.
  12. Stir vanilla extract into the wet mixture.
